That's when an otherwise perfectly physically functioning human being in police custody suddenly drops dead, and it's not because they were being tasered while handcuffed or anything. The person in custody just suddenly got all delirious for no reason and before the cops could do anything, he was dead.

7. Someone needs to find his Horizontal Gaze Nystagmus (HGN) Test certification....

who certified him, has he been re-certified, results of his test. In the very least they should sue him and the county.
He doesn't even administer it properly, seriously its not even close.
