Is party a proxy for race in the South?

If the answer is Yes, it could mean a huge win for voting rights activists. In the recent SCORUS majority opinion on NC gerrymandering case, Kagan seems to be saying that party is a proxy for race in the South now. Which anyone who lives here could tell you was true. There are pockets of liberal whites in urban areas, but the bulk of the party is POC. With that revelation, a partisan gerrymander is also a racial gerrymander.

Currently, the only precedent for overturning gerrymandered districts is on racial grounds through the Voting Rights Act. This could mean that 'partisan' gerrymanders could ALSO be challenged through Voting Rights. This is a BIG deal.
