He currently has control of whether there will be a special prosecutor. But that power can be taken away in an instance by Trump by simply replacing Rosenstein, potentially removing the option of appointing a SP.

Meaning he believes the FBI can handle this on its own. Meaning it's nearing indictment time. I think Comey and Rosenstein believe a special prosecutor would only get in their way at this point. Rosenstein in particular is pissed about how he was used in the firing of Comey, whom he respects.

FWIW, Claude Taylor, Louise Mensch, John Schindler et al, who have been proven right so far, say that Comey, Rosenstein and McCabe are all "white hats" — straight shooters — and to trust the process. The whole gang is going down, but it must be done correctly. There are at least 25 indictments currently under seal, according to Taylor.

No way is Sessions or his surrogate going to charge trump. There MUST be a special prosecutor.

and that he said in his confirmation hearing he would not appoint a special prosecutor. Putin wouldn't have selected him if he didn't believe he could be controlled.
