If Secretary Clinton won, he would have been running on the unending investigations he promised. With Trump, he likely doesn't want to have to take a stand either way. If he does his job, it could be viewed by the GOP base as torpedoing Trump. If Trump implodes, he could be seen as letting Trump torpedo the GOP.
