Why is Russia ready to make a deal with Exxon, so soon after the disagreement over Syria?

I'm sure that Putin and the Russian "government" would have to approve such a deal?

I read that McCain did not think much of the deal.

Does the Congress have the power to vote it down??

A bill is stalled in the Senate to make the sanctions permanent for a period of ten years.

Trump is in a pickle if you can't come through on lifting the sanctions.
