5. if "read my lips" is an actual quote, then this is a pointed admission of guilt

this is a skilled politician's way of telling people you're lying.

there's no way he knows that expression but isn't aware of poppy's famous broken promise involving that phrase.
and there's no way he'd then use that phrase to convey an actual truth.
