It was certainly a reasonable position to say whatever Clinton did was a personal matter, let him get sued, let him get disbarred, etc., but that it did not rise to the level the founders thought appropriate for removal from office.

In the present circumstance, though, it's difficult to imagine the founders thinking espionage and election tampering and such wouldn't....
