1) It requests immunity in an oblique way: "no ... person would submit to questioning ... without assurances against unfair prosecution".

2) It offers testimony in a roundabout way: "Flynn certainly has a story to tell and he very much wants to tell it".

Technically they have not 'offered testimony' in exchange for 'immunity', but it is plain that is the elephant on the negotiating table.
