According to MSNBC just now, Trump has told several people that he's sorry he went along with Ryan's health care bill before doing tax reform. According to the NY Times:
He said ruefully this week that he should have done tax reform first when it became clear that the quick-hit health care victory he had hoped for was not going to materialize on Thursday, the seventh anniversary of the acts passage, when the legislation was scheduled for a vote.

Republicans would probably like the idea of cutting taxes for the wealthiest people, and would likely have gone with Trump, but like Trumpcare and his rotten budget, it would have just a plainly exposed him and the Republicans as the monsters they are. How would the pay for the tax cuts? How would they explain why the rich are getting money while everyone else's taxes go up? He's cutting social benefits to virtually ever sector of American life and doing Trumped up Trickle down?
