If they can pass a repeal that won't go into effect until next year, they'll start a ticking clock, and Democrats will have to choose between signing a broken Republican bill pushed by the "moderates", or being accused of not wanting to give people healthcare. The Republican party is to fractured to put in a "replace" without D votes.
