For instance. If I go fishing without a license and get caught I can't go buy a fishing license and back date it.

April 15 is coming up, and among other things the Foreign Agents Registration Act requires financial disclosures relating to work for foreign governments. So if his tax returns don't square with his registration records, I suppose there could be trouble. I don't know whether it's legal to register retroactively otherwise.
