Did Nunes make the decision on his own?

To take information directly to the White House, after the FBI Director specifically told him and the rest of his committee that the White House and associates in the campaign were under investigation??

Or did he discuss it with other members of his Party? Did either Paul Ryan or Mitch McConnell know of his plans?

This is very weird.

What is the end game they are looking for?

Nobody of any "power" was going to say what "they needed to be said".
So Nunes fell on his sword to put this narrative out there. Methinks he is in DEEP and probably recognized himself as one of the masked characters in these documents and he freaked out.

Don't know if it was an in person visit. No mention of McConnell, but he is Senate and this committee is House.

Whether Ryan gave his OK to go to Trump has not been stated. Nunes didn't say precisely say that.

Ryan is enmeshed in the Health bill mess (that he created with the crap bill), and probably paid Nunes as little attention as possible. He is lucky Nunes didn't exactly say he had given his OK, or else he would be widow's peak deep in this mega-mess.

As it is, haven't seen him interviewed on anything today. Ducking and Covering with quality time in the gym is my guess.

Nunes knew what he had was nothing, that's why he skipped the committee and I think the reason he did it was so that the Orange Oaf could tell the deplorables, hey, look here, I've been vindicated. Obama did tap me. Of course the deplorables are believing it.

He was afraid that Jared and Bannon would (and still may) be subpoenaed.
So he had Nunes pull this stunt which de-legitimizes the Intelligence
Committee. But the overall effect will be a Special Investigator.

He may not have known why the President wanted to be "informed"? If he did, he could be called an accomplice if there were any criminal charges in the future. That would not be wise.
