In the 90s. The cops were monitoring and collecting evidence against local drug dealers and incidentally discovered that the Mayor was a customer of one the dealers being surveiled...

He knows this was a stunt to attempt to weaken the FBI investigation. That it was done by Chairman Nunes in such a fashion during an investigation he's overseeing is deeply disturbing.

I've recommended that people read his book. It laid out a blue print that is being followed. And as he writes, coincidences take a lot of hard work.
