They are being being very cautious and saying "it might be a terrorist attack" but we are waiting for more info. I really think they are not jumping the gun to prevent Cheeto from tweeting his nonsense and using it as an excuse to pump himself up as the savior over terrorists.

They are almost being overcautious in their reporting.
