She seems to be implying that Preet Bharara was instrumental in the seizure of Anthony Weiner's laptop, so that Yevgeniy Nikulin could plant incriminating emails from a fake 15 year old onto it. That then allowed for the FBI to obtain a warrant to seize the laptop (no files were ever charged in that case), setting into motion the chain of events that led to Comey's announcement of reopening the case against Hillary. Something like that.

It is one of Louise's pet theories that there was no sexting between Weiner and a 15 year old, but that all that was planted on Weiner's laptop.
