I'd probably opt for a Parliamentary system instead of the US system. While it gets bogged down from time to time with unstable coalition governments, it also has added flexibility.

Then again, Thatcher got nuttier and nuttier and lasted over a decade in the UK, only bowing out when her Alzheimer's became obvious to the dumbest Tories.

If they did they would have ensured a minority party wasn't as powerless as when one party controls the executive, legislative, and judicial branches.

The constitution is great, don't get me wrong, but nobody would start a new government around it. It's actually surprising that our system hasn't completely melted down. We came pretty close on the debt ceiling impasse. Most would recommend a parliamentary system. These have a "reset mechanism" which invokes a new election in cases of extreme gridlock.
