Dolt-45's hammering/dissing the IC makes more sense if he already knew Russia/Assange
had dirt on them, e.g., CIA spying via Samsung TVs.
He anticipated how upset people would get about the IC and then, there he is, Our Hero who has now gained credibility by already having made headlines with his unpresidential poutrage against them. Makes him seem like the leader of the people against the Establishment.
