"Healthcare in Mexico is ... available to those who can afford it."

Since so many people in Mexico are poor, that means many people, possibly a majority, have no access to professional medical care.

I have 2 aunts in Guadalajara - Mexico's 2nd largest city - and both have paid healthcare as a result of having retired from public service (one a teacher, the other a public university employee). Their experience this year is that the public hospitals are so crowded, it's not worth going unless you are going to die otherwise. When I was there last December there were street demonstrations about the chronic, serious under-funding of the medical system.

In other words - Mexico has anything but universal healthcare.
