CNN: Pentagon may greenlight some military missions being approved

Without commander-in-chief approval, at level of Sec of Defense, possibly.

Military has concern about being blamed for missions gone bad, and military having this authority, but isn't likely to decline new authority. 45 likes to delegate, is probably unconcerned about details.

While I appreciate that commanders may not trust 45's judgment, I don't think this sort of decision should be left to military members exclusively without some type of civilian oversight.
