Atop Trump’s agenda, Bannon said, was the “deconstruction of the administrative state” ...

This is where we no longer can allow these people to walk freely about without consequence.

3. "Deconstruction" refers to a philosophical/textual analysis. Bannon doesn't seem to know that.

He just heard the word used, and thinks he knows what it means. Very much like tRump in that regard.

The word he is looking for is "destruction", but he thinks "deconstruction" sounds like it's based on some really deeeeeep principle and makes him sound smarter. In actual fact, it only highlights his ignorance.
