3. not sure of the timing but putin's "delay" was widely reported in the media at the time.

personally, i heard about the delay in the media first, then saw donnie's tweet. if that's the order it happened in then this is not very interesting.

but if donnie's tweet came out before the news about putin's delay went public, then that's certainly interesting.
