Trump needs enemies to frighten Americans. The more his claims to governing fall apart the more he needs to turn attention to "enemies".

Now he has invited ISIS to attack the US, because he can blame the attack on the judiciary. ISIS will be glad to take up his invitation because they will be happy to help Trump who has boosted their recruitment with his Muslim ban and his botched raid on Yemen.

The more he fails at governing, the more dangerous he will be.

1. He would certainly benefit and he's created a lot of enemies, but I doubt he really wants it.

But he's definitely increased the odds of something happening at some point. So, if he doesn't "want" another 9/11, he better make a bunch of changes.
