Unmotivated is probably the better word, and may not be fully conscious. If he's got reduced arterial flow to his brain (not at all uncommon in men of his age and stature and habits) then his ability to summon gumption to get shit done is reduced. And chronic, low-level cerebral hypoxia hits the executive function and emotional regulation sectors of the brain first, because those can be reduced (for a while) without endangering survival.

But I'd say it's a combination. Yes, that unmotivated, yes, there's material, and yes, this is what a Rasputin looks like in real-time.
