than the Department of Homeland Security and the Joint Chiefs of Staff.

This is who Bannon follows:

"Richard Spencer is one of the leading “intellectuals” of the alt-right movement."

"White identity, he said, is at the core of both the alt-right movement and the Trump movement, even if most voters for Mr. Trump “aren’t willing to articulate it as such.”

Mr. Spencer’s after-dinner speech began with a polemic against the “mainstream media,” before he briefly paused. “Perhaps we should refer to them in the original German?” he said.
The audience immediately screamed back, “Lügenpresse,” reviving a Nazi-era word that means “lying press.”

while in an airport, and without any new guidance except that they should decide "on a case-by-case basis". This basically leaves it up to the whim of which ever DHS employee a card holder is stuck with. If it's a sympathetic one, they can let them come home; if it's a bigoted one, or just someone who thinks "I'll reject everyone, just in case", they are evicted from their home, possibly without their family.

He's going to look like an idiot. People with green cards returning from abroad only having traveled unluckily at the wrong time. They are supposed to be a danger to the country, unlike those who didn't happen to travel abroad?

He wants chaos and a dismantling of every shred of the American construct. He's a dangerous man and every bit of this administration's actions have been orchestrated by him.
