Customs Officers have responsibility for the ports and can pursue 100 feet from the port, after that it is Border Patrol. Border Patrol has responsibility for 100 miles from the border and ICE has authority for the interior.

Any individual Customs officer would not respond to a judge's order, the Officer would have to receive orders from the Officer in Charge at the port who works under the Port Director. The operational control for the port would be from the central operations office at DHS.

You can't expect individual officers to respond to court orders because it would be difficult for them to know which order was in effect as they will be appealed.

As long as they are not placed on planes out of the country they will be in compliance while custody is litigated.
