even though reconciliation is only supposed to be used for measures that will help balance the budget -- not make it worse?
The ACA included tax and other measures that helped balance the budget. Repealing it will do the opposite.

reduce the budget deficit, not the other way around.
Repealing the ACA will increase the budget deficit.

so perhaps they are relying on that as an out.
