hasn't fully realized the ideal of affordable health care/universal access to health care yet but the principle that everybody who needs health care (everybody at many points in their lives, some more than others) should be able to afford/access it is at the heart of the law, which may be why it is so universally despised by Republican politicians who want to maintain/revert back to the previous preferential (to them) system we had pre-ACA.
