Did anyone else hear Trumpsky get a whisper in his ear during the EO signings?

I was listening on the radio, so didn't see the video. Trumpsky said he was signing an EO which would eliminate environmental regulations. Then you could clearly hear someone whisper to him something along the lines of 'tell them it's about streamlining the process,' at which point Trumpsky went on about how this was only about streamlining the process.

This man is purely a puppet. Nothing more.
