they are parents and next of kin of service members killed in certain operations defined by the law.
I'm not sure this is what he is wearing, but it's what I could find about it.

Pythagoreans used the pentagram to symbolize the five elements: Idea, Heat, Air, Earth and Water. The ancient Pythagorean doctrine symbolizes Pentechymos with the symbol, meaning five-chambered. In Hebrew tradition, the pentagram is ascribed to the truth.
