Congressional District level?
Would it scare the bejeezus out of the incumbent Representative?

With respect to How?
Somehow on a city basis we were able to put such marches together. I've heard estimates of more than 600 cities around the world had some sort of march or rally. It's having those same people that put together the march or rally on a city by city basis - to take it down to the level of a Congressional District.
Note that each Congressional District has a elected person representing that district in the House of Representatives. Those individuals have a 2 year term and are almost continually campaigning - looking for money and votes. They want to keep their job.
So I say - make them work for it. Scare the hell out of them. Let them know that their job is on the line - if they don't really represent the people in their district.
Both Parties gerrymander districts to their advantage. The Repugs have been really good at that as of late. They took advantage of the last census and made it work for them in states that are Repug controlled.
I say - put them on notice. They've got 2 years to tow the line or they will be out of a job.
I believe that voter remorse is setting in and will only get worse as this Trump administration gets into gear. I believe that the elected Representative in a district is taking notice of this and is vulnerable.
So in my mind it's just a matter of doing some work to put together campaigns, rallies or marches in each Congressional District. I understand that the D.C. March was birthed on social media. Somebody put out the idea of a Women's March On D.C. and it spread like wildfire to provide us with the results we all watched yesterday and some of us participated in.
Who knows - the fact that I posted this here on DU might be the birth of such an idea.
