I remembered the episode, but was surprised the character's first name was Romney.

I was astounded when I looked up the relative popularity of Romney as a first name. The online sites claim is similar in popularity to names like Jonathan, Roger, Adam, and Jerry. I have known quite a few people with those other names, but never anyone whose name was Romney.
