Because the two cases are very different -- and she has already served 7 years.

Asked about the two clemency applications on Friday, the White House spokesman, Josh Earnest, discussed the pretty stark difference between Ms. Mannings case for mercy and Mr. Snowdens. While their offenses were similar, he said, there were some important differences.
Chelsea Manning is somebody who went through the military criminal justice process, was exposed to due process, was found guilty, was sentenced for her crimes, and she acknowledged wrongdoing, he said. Mr. Snowden fled into the arms of an adversary and has sought refuge in a country that most recently made a concerted effort to undermine confidence in our democracy.
He also noted that while the documents Ms. Manning provided to WikiLeaks were damaging to national security, the ones Mr. Snowden disclosed were far more serious and far more dangerous. (None of the documents Ms. Manning disclosed were classified above the merely secret level.)

(5,644 posts)Manning's pardon was appropriate for compassionate reasons. But both did untold damage and violated the law.

Snowden is where he belongs now, unless he wants to follow Manning's lead and return to the US and plead guilty.

(4,831 posts)Nothing to indicate he "Took documents to Russia". Hard to believe that Russian intelligence agents wouldn't have had a talk with him sometime along the way. But there doesn't seem to be any indication from this report that he passed documents to them. His motive seems to be to release the stolen information to the press, which he indeed did and admits freely.

(2,297 posts)The premise is that all that it needed was to burn a second copy, and who does not make a backup. There is nothing from the Russians to indicate it ever happened though.

Patriots don't run to Russia and they damn sure don't run to Russia with classified information in their possession and then live in that country supported by the Putin's government. He can rot in Russia or rot in jail.
