5. Well, they do matter

It's true some Presidents paid little attention to their cabinet, but these people have real power and make real policy decisions. If the president doesn't pay attention to them then you are going to have a dozen little fiefdoms operating on their own agenda...and of course massive corruption. I think most are assuming massive corruption is highly likely under Trump due to his management style.
