attorneys' fees and costs under Rule 11 of the Federal Rules of Civil Procedure because there is no recognized cause of action for a lawsuit like this against the GOP, Russia or Comey. Sovereign states are immune from suit, as are government officials acting in their official capacity; and individual voters (or classes of voters) lack standing.
