1. Some years ago our final bill from AT&T showed a credit of some small amount..$2.37 (or some such)

We got that bill for about 3 months and then decided to bill them for that same amount and included a copy of our statement, we got a check for that amount, but continued to get a bill for a credit of $2.37 (or some such)...go figure?

3. It costs more to MAIL that - why don't they just credit your account?

Somewhere I still have a check from the IRS from the early '80s for just over $1. I hung it on the wall rather than cashing it just because it was so ridiculous.

Old joke. But I once actually received in the mail a U.S. Treasury tax refund--a Treasury check for 2 cents. I'm sure I threw their accountants into a real tizzy when I failed to cash it for a while. But eventually I gave in and cashed it--when the framed check clashed with my new décor.

Besides, as a patriotic American, I would hate to be responsible for disrupting the entire government of our country over a two-cent disparity.
