in some states a state school and its employees would have sovereign immunity in state courts. In addition, depending on the state courts can order compensation, but only the legislature / legislative body can authorize payment of the bill.

For instance, New Orleans owes over 100 million in state court judgments that have never been paid. The courts don't have the authority to force them to cut a check.

Note: the above doesn't necessarily apply to federal court judgement.
