Why wasn't it possible for Obamacare to fully kick in this year?

If it were an agreement made by the Dems with the Reps to delay implementation until 2014 then I think it was a drastic mistake.

We needed one or two years between the collection of the taxes and the cuts to the Medicare Advantage program and the spending of the subsidies for low income customers.
