A regular scanner won't work. This changed back in 2003.

Too many perps were avoiding police in cars and during thefts, but post-9/11 funds allowed this.

It boggles my mind that, in 2017, the police in Florida still operate like it's pre-9/11.

Did they spend their federal funds on something else?
