Duterte, who became president of the Philippines in June 2016, has repeatedly shared detailed accounts of killings against suspected drug dealers and criminals he committed on the streets of Davao, when he was mayor of the city. "In Davao, I used to do it personally, just to show the guys that if I can do it, why cant you?" Duterte said earlier in December. His recent comments followed a statement from the United Nations high commissioner for human rights, who condemned the Duterte's remarks, which appeared to openly boast about killing civilians of the Philippines in the street.
"You do not talk to me like that, you son of a bitch," the president responded, speaking at an army base in the southern city of Zamboanga Sunday. "I will burn down the United Nations if you want. I will burn it down if I go to America." The president has also encouraged vigilante-styled killings of anyone openly breaking the law in the Philippines as part of his crackdown on drugs and crime throughout the country.
"Your understanding of international law is lacking," Duterte continued. "We are the ones contributing to the United Nations. You morons! You sons of whores! And I pay your salaries. Do not open your mouth there. I employ you."

There's carefully measured, cautious, logic-driven speech that people who try to use speech with precision and to impart facts try for. In this, hyperbole is a figure.
Then there's less educated, more emotion, more socially-oriented speech that those who use speech to impart emotion or attitude strive for.
The few that hold entirely to the first view the second as liars and impudent, over-the-top braggarts or flat out incompetent.
The many who hold to the second view the first as bloodless, cold, calculating, and untrustworthy as they try to parse words down below the level of a phoneme.
Of course, most people have both registers, and some sense of agreement on when each style is appropriate. Sadly, many fair to see the sociolinguistic problem of people who don't have both registers or who disagree on when each style is appropriate--and assume there can only be one set of judgments as to which is proper.
Trump's speech, like Duterte's, is unmeasured. It's more emotional and hyperbolic. We can parse it as measured if we want, but then we're insisting on being uncooperative when it comes to communication. There's been a lot of this in the last 30 years, and it's not had good effects on the body politic.
Note that misconstruing styles and registers gets a lot of low SES kids in trouble; they don't have the academic background to know the stylistics of each register. They speak, and their speech is inappropriate. Often they don't know why, and they're told to stop talking back. That's Duterte. It's Trump. Yes, it's also Hitler and Stalin, but they're dead and the allusion to them is also hyperbolic (something else frequently overlooked).
Note that this is not Putin. He speaks much more carefully, and people seem to forget that he can use speech to manipulate not just the American public during elections but also after elections--and there's a lot of citing Putin's speech as accurately representing Putin's views. (This is both foolish and dangerous.) He's more than happy to say things that rile up (D) and make American politics even more fraught with strife and dissent, to make it even harder for the various sides to talk and perchance compromise on a single course of action. Between the loudmouths Duterte and Trump and the more measured Putin I regard the third as more dangerous.
