...he's referring to U.S. sanctions against Russia for their 2014 invasion of Ukraine and annexation of Crimea..
It's a glaring view of the brazenness in which Trump is aligning his presidency with Russia.
Tillerson, brokered a $500 billion oil deal with Russia which is currently being held up because of the very same sanctions he's so casually suggesting be removed.

...I'd worry (guess) his answer would track hardliners' response to Pres. Obama in opposing sanctions on Iran in favor of military action.
