It's to use reason to do his job, which by the way he's actually doing if anyone bothers to pay attention. The only thing making it harder for him is the crazed opposition at any cost that has the power to stop him. Congress. And even they haven't been able to stop him entirely.

If you pay attention you'll see he's actually getting first steps done. He's moving us, the mountain, in the right direction.
