After collapse of the USSR, the Military Industrial Complex needed another enemy to justify its continued budget.

So the War on Terror was invented and it has worked splendidly to justify building out a military establishment bigger than the whole rest of the world's.

But the WoT is becoming boring, tiresome, and draining. So this is the time to whip up a new Cold War with more credible adversaries in Russia and China.
