New Hampshire: 72.6%
Colorado: 71.3%
Maine: 69.9%
Oregon: 66.9%
Wisconsin: 68.3% (significant voter suppression in this state. The turnout is from VEP.)

Lowest: Voter Turnout (VEP)
Hawaii: 42.5%
Utah: 46.4%

The American "democracy" is on the opposite spectrum with the severe voter suppression. Targeted voter suppression, for you guessed it, minorities.

Santa Clara, CA - over 78% of registered voters turned out (and they're still counting) and overwhelmingly went for Clinton. That's more than the entire population of Wyoming.

We are something of an anomaly, though. We have a very dense, very diverse, highly educated population (this is the heart of Silicon Valley), and our last couple of county registrars made the voting process very easy. (They also have a web site, http://results.enr.clarityelections.com/CA/Santa_Clara/64404/183881/Web01/en/summary.html, where we data geeks can track all sorts of statistics (those places with 0% turnout are county parks - the deer and coyotes don't vote much) )
