FBI Question about Comey?

Not from the states, am I too understand, that there is just one particular FBI agent (Comey)
who has to make a decision whether to investigate someone or not if.

He can also display better judgment about revealing FBI investigations to the public. Raising an alarm days before the election is sabotage, not serving the public.
