... Cox writes that she is “an individual who took hostile adverse possession of the Malheur Wildlife Refuge…to show the people of Harney County how <the> Federal Government is involved in taking their lands and opportunities.”

Cox writes that the land title to the refuge is “seriously clouded.”

Her lawsuit challenges the federal government’s capacity to hold the title to the refuge.

“This complaint is intended to restore domestic tranquility to Harney County that has been seriously damaged by federal government overreach and oppression” ...
