This has the initial appearance of something a crackpot would do. Were it a serious attempt, we would be talking about something very different now.

very good at it.

I have no idea who is behind this or what the motivation is, and I don't know whether it's connected to the incident down on the Jersey Shore earlier in the day, but I don't find the idea of poorly-executed attempts at terrorism to be incongruous or unexpected.

2. I think investigators have a prelim idea

Of what's going on but they are being purposely vague because there is still an active crime scene and at least one suspect on the loose. They're doing their job.
