Retired Gen. Arthur Lichte, a former commander of the U.S. Air Mobility Command, has been accused by a colonel once under his command of coercing her to have sex with him.
Sen. Kirsten Gillibrand, D-N.Y., has been leading a so-far-unsuccessful push in Congress to remove the responsibility of prosecuting sexual assault cases from commanders.
However, Gillibrands effort still faces significant opposition in Congress, including from Sens. John McCain, an Arizona Republican who chairs the Armed Services Committee, and Claire McCaskill, D-Mo.

Every rank after the first star Brigadier, is a political rank. He basically is untouchable, he is also retired. So for him to be punished as he should be. He would have to be brought out of retirement (which they can and should do) and then brought up on charges.

I in no way whatsoever mean to diminish any crime of rape or sexual coercion, alleged or otherwise,....
But Jay Johnson raped the entire country, or at least the Pentagon budget, to his advantage, ($100 million plus) and the proxy reports of General Dynamics prove this.
Bring HIM out of retirement and prosecute as well.

No one else has the authority to bypass DoD regulations against reactivating a retiree for the purposes of a court-martial.
