If it were a private company's employee, there'd be calls for more regulation, less privacy, and possibly a government agency taking over control.

In this case, as in most other cases, you have penalties to keep the abuse to a minimum while understanding that people are people. Some make mistakes or are in conditions where temptation or pressures win out, others are just given to lying and cheating and theft. Zero tolerance is hard to achieve and priorities distrust over trust. Catch those you can, and hope that's all of them (or enough to deter). Those wronged ... Hard to know what to do. Perhaps we could do to the USPS what many would call for if this involved a private company--crushing fines and penalties that would cripple it? Nah. That would be mean spirited.
