Trump is claiming she said 'are'. The network actually brought in sound experts to confirm what she said.

Unfortunately, unless you are paying attention and not being swayed by the propaganda message, it can would like she is saying 'are'.
Frankly, it sounds like they doctored the tape to lower the sound on the n't part.
Damaged minds will hear what they are directed to hear.

context and previous and subsequent statements and basic politics make it clear she's not just casually slipping in a promise to raise taxes on the core voting demographic.
