Perhaps it was Emanuel Cleaver. He spoke at the 2012 DNC convention as well as the recent one

Emanuel Cleaver is a Congressman and a minister.
He tore the house down back in 2012 at the DNC convention with a fiery speech. He looks all quiet and innocent and humble.... and then he gets to going the way only an old-timey preacher can do.
